State Lawmakers Back in Springfield Tuesday
Having passed a half-year budget that the governor refuses to sign, state lawmakers return to Springfield Tuesday.

How long they'll stay and whether they'll do anything isn’t known. Gov. Pat Quinn wants an income tax increase, but a deal with legislative leaders hasn't been worked out. The governor also wants action on reform measures and a capital bill, which were not resolved to his satisfaction last month.

The state's new fiscal year starts in eight days.

The governor says signing a half-year budget is out of the question.

He has cuts to social services lined up, and he says without revenue, he'll pull the trigger on them, having no other choice. He wants to raise the income tax rate temporarily, for two years, from 3 percent to 4 1/2 percent.

The state budget deficit is projected at $9.2 billion. Quinn believes the income tax increase would produce around $7 billion, minimizing the cuts necessary to balance the budget.
