Governor Reports Some Progress, But Still No State Budget Deal
Governor Pat Quinn is still optimistic he can get an income tax increase passed in time for the fiscal year that begins next Wednesday.

Quinn hopes to combine the increase in the personal income tax rate - from 3 percent to 4.5 percent - with borrowing to pay pension funds and making as-yet-unspecified cuts to "bureaucracy."

House Minority Leader Tom Cross (R-Oswego), seemingly frustrated by a lack of progress, says restructuring the way Illinois works has to come before committing Republican support for a tax hike: "Until we see change, we're not going to have that discussion," he said after meting with the governor.

The House and Senate are scheduled to return Wednesday. Quinn suggested they would return Tuesday, he hopes, to get a balanced budget together. Tuesday (June 30th) is the last day of this fiscal year.
