House Votes for Pension Plan
On this last day of the state's fiscal year, the Senate is expected to take up a plan to borrow against pension funds and use the money to help shore up social services. The plan would borrow about $2.2 billion and pay it back over five years.

Whereas Gov. Pat Quinn has said the grant-connected programs could see only half their money, supporters of this bill say it would bring funding to 72 percent of the original amount budgeted.

Quinn has been seeking an income tax increase. While there is still no approved budget for the fiscal year that starts Wednesday, it would be several days into July before state operations would conceivably shut down.

SB 415 has passed the House, 101-7.
