Lawmakers Unhappy With Budget Process
Summer in Springfield doesn't sound good to many lawmakers, who will be called back to the Capitol to deal with a budget situation still unresolved as the new fiscal year begins.

House Speaker Mike Madigan (D-Chicago) suggests lawmakers who previously would not support an income tax increase will come around once they see the effects the lawmakers' and Gov. Pat Quinn's actions this year have had on services. Quinn has promised to veto any budget which he feels is incomplete, and lawmakers failed to support the income tax increase he proposed.

What's more, a plan to help shore up the services by borrowing against pension payments collapsed as Tuesday’s special session ended -- and Senate President John Cullerton (D-Chicago) is blaming Quinn. He says Quinn came up with the idea, then persuaded Senate Democrats to vote against it, even after the House passed it.

As for the Republicans, House Minority Leader Tom Cross (R-Oswego) says it's another Democratic civil war that he doesn't want to get dragged into. And Senate Minority Leader Christine Radogno (R-Lemont) repeated her call for a 30-day budget -- based on 2008 funding.
