Changes to Cleanup Procedures for Leaking Underground Storage Tanks
More clean-up projects. That's the goal of a new law that has just been signed into law by the governor. The measure allows the Illinois Environmental Protection Agency to consider different levels of clean-up parameters for leaking underground storage tanks, such as abandoned gas station tanks.

The bill sponsors, State Rep. Tom Holbrook (D-Belleville) and State Sen. John O. Jones (R-Mount Vernon) say this measure will not only allow state clean-up funds to be used more judiciously, they believe the local tax base in the clean-up site communities will improve once the sites are deemed clean, sold, and put in to use as some other business.

For example, Holbrook says there's no need for clean-up projects to be extensive if the land will be paved over for a parking lot, away from any land uses that could be harmed by leakage. Jones says the clean-up projects will still be safe, using Tiered Approach to Corrective Action Objective (TACO) rules that will allow the Illinois EPA some latitude in determining the appropriate level of clean-up.
