Senate Pres. Justifies $430 Million Removed from Capital Bill
(IRN) -- Illinois Lawmakers were back in Springfield Wednesday to address the state's capital construction program. The Senate president contends the so-called "extra spending" for education and human services attached to the program’s funding mechanism will be approved, just not right away.

Senate President John Cullerton (D-Chicago) says the $430 million attached to the capital plan was to offset "under-appropriations" in education and human service funds.

Cullerton says the formula for paying schools won't change between this fiscal year and next, so the state will simply run out of money by the end of the year unless lawmakers take additional action. He says the House failed to explore some cuts and revenue sources.

"There's a good number of things they appropriated they didn't need to," says Cullerton. "So we expect to have a delayed negotiation on a budget that will be negotiated between the House and Senate."

Cullerton says he'd like to negotiate the spending when lawmakers come back for the fall veto session in October, but anticipates they’ll take it up in January.
