Topinka: Paying Medicaid Bills = More Federal $$$
(IRN) -- Illinois Comptroller Judy Baar Topinka is declaring victory -- $19 million worth. That's the amount of federal matching money she says she is able to get by paying more Medicaid bills this month instead of depositing money into a "rainy day" fund.

The legislature this week excused the comptroller from the "rainy day" payment for another two weeks, allowing the state to qualify for the additional federal money. Topinka says she does not like shorting the "rainy day" fund but could not say no to the federal funds.

Topinka is looking at 120,000 unpaid bills, dating to last Dec. 29. She says the total is $3.9 billion.
