Quinn Says He Will Sign Capital Bill Monday
SPRINGFIELD, Ill. (AP) -- Gov. Pat Quinn says he will sign legislation creating a huge public works program to help the Illinois economy.

Quinn plans to sign the bill on Monday.

Illinois has gone years without a major investment in roads, bridges, schools and other infrastructure.

The Democratic governor has backed the roughly $29 billion construction program from the beginning.

But Quinn changed his tune when legislators wouldn't agree to his budget proposals. Quinn began saying it would be wrong to approve the public works program without a budget in place.

Signing the legislation now could improve his relationship with lawmakers and help get a state budget approved.
