Quinn Signs Capital Bill
CHICAGO (AP) -- Gov. Pat Quinn says the need of an economic boost for Illinois prompted him to sign a $31 billion statewide construction plan.

Quinn saluted lawmakers Monday at a West Side Chicago high school for passing the bill that his office says will support more than 439,000 jobs.

Labor leaders applauded the bill because it has been 10 years since the state last had a major capital construction program.

Quinn says it means money to help make improvements at the school where he signed the bill and at other schools around the state. It will also mean money for a slew of road, bridge and other infrastructure projects.

Quinn says the bill primes the state's economy by pumping in public money.
