Leaders Keep Talking Budget
Wednesday's a tough one for state lawmakers: If they don't pass a budget during business hours, nearly 6,000 state workers' paychecks will be delayed. That's on top of the ire the lawmakers face from human service providers who've laid off staff and cut people from programs because the only budget that passed dramatically cut their funding.

Gov. Pat Quinn and the legislative leaders met again in the late afternoon Tuesday. While Quinn did not talk to reporters, three of the leaders emerged saying talks were cordial and productive, and predicted that a new budget could be finalized by tonight.

Senate Minority Leader Christine Rodogno (R-Lemont) says the state would never have faced such a crisis if Republicans had been in power. But she says borrowing more money for a full-year plan is the best of the few options left.

Senate President John Cullerton (D-Chicago) says this plan is doable, but says the Senate was responsible earlier when it passed a tax hike to bring more money into state government. Another round of budget talks involving the governor and legislative leaders is set for 11 a.m. Wednesday.
