Orpheum President: Lawmakers "Receptive" To Idea of Change in Statute for Tax Levy
The president of the Orpheum Theatre in Galesburg says local lawmakers seem pretty receptive to the idea of backing a proposal that would allow the theatre to levy more in property tax dollars than it could already.

Kate Francis told the Knox County Civic Center Authority Board Wednesday she has met with both State Representative Don Moffitt and State Senator Dale Risinger about the prospects of a law allowing the C.C.A. to levy more than the current small fraction of a penny per one-hundred-dollars of assessed value they could levy now by state statute in order to bring revenue to the theatre.

Francis told the board it's not like changing the rule to benefit the theatre hasn't been done before. "I provided (Moffitt and Risinger) with information regarding the precedent set by 53 other Civic Center Authorities in the state of Illinois, who have rewritten their statutes to change their tax rate," Francis said.

That's 53 out of 65 civic center districts in the state who have separate statutes in place, all of which have been approved by the Illinois General Assembly. Francis says going by the normal statute just couldn't cut it for the Orpheum. "From a fiscal standpoint, the .0005 percent rate, which is probably fantastic if you're in Cook County, only generates about $3,400 a year for our institution," Francis said.

The Civic Center Authority Board okayed Francis moving ahead with further research into how a law can be written to change the levy for the Orpheum.

But any decisions would be far in the offing.
