Governor Still Looking To Cut A Billion Dollars
Though the state budget is settled for now, the governor will be looking for places to cut, to the tune of more than $1.1 billion.

The governor has threatened to lay off state workers, or institute furloughs in lieu of layoffs if unions will agree.

John Tillman of the Illinois Policy Institute, a fiscally conservative group, says state workers should have their pay cut. He says instead of layoffs, the governor should ask workers to take a 10 percent pay cut, saving the state $509 million. He says across-the-board pay cuts such as these are occurring in the private sector.

Tillman says the state can save $1.2 billion by cutting aid to cities and towns. He recognizes that they would have to make that up through service cuts or tax increases of their own, but he says the amount the state gives cities amounts to 2 percent of their budgets.
