Galesburg Company Named 'Lowest Responsible Bidder' for Mabel Woolsey Expansion Project
It took well over an hour to sort things out, but in the end, there was both good news and not so good news with the bids received for the now-official expansion of Mabel Woolsey Elementary School in Knoxville.

The District-202 Board, in a special meeting, voted Thursday night to accept the bid of Galesburg's Hein Construction of nearly $1.9 million for the four-classroom expansion, plus a gym with athletic floor, and some other items.

The good news, district officials say, the bid was about 20 percent less than projected.

The bad news, District architect Bob Johnson says, the lowest bid from Canton-based Leander Construction had to be disqualified.

"Basically they forgot to include the cost of the athletic flooring and that altered the figure. So, I asked them to consider withdrawing their bid - I asked for a letter...I've not received that letter (Thursday)."

The district's legal counsel recommended the bid be rejected anyway, even though Leander officials say they were prepared to absorb the cost of the gym floor.

The difference between Hein's bid and a bid from Chicago-based Gleeson Constructors was about $2,300. The board ultimately deemed Hein to be the lowest responsible bidder, citing the company's reputation and use of reputable sub-contractors. Gleeson, they felt, didn't meet any of those criteria.

Under Illinois law, a bid can't be considered solely because it's a local company.

Construction will start soon and will be done by the end of the year.
