Former Banker Investigates School Finance
You're bound to hear it at least once more before back-to-school time comes around: schools don’t have enough money. A former international banker who is trying to build a new career in public policy is trying to track down where the money really goes.

Ted Dabrowski, whose banking career took him to Mexico and Poland over a 16-year period, chose to move to Wilmette and served on Gov. Pat Quinn's Taxpayer Action Board. He says the state's programs of poverty grants and property tax relief are draining general state aid that should be going to help equalize districts.

Dabrowski says very little of the $1.3 billion added to the formula over the last five years has gotten to the per-pupil spending -- or "foundation level."

Dabrowski's findings were recently published, in two parts, in the Taxpayers' Federation of Illinois newsletter.
