Quinn Signs Bills on Dog Fighting, Seniors, Vets
CHICAGO (AP) -- Gov. Pat Quinn has signed bills related to dog fighting, senior citizens and veterans.

Quinn signed the bills at events across the Chicago area Saturday. He's scheduled to sign public safety legislation on Sunday.

One new bill is aimed at getting financial institutions more involved in protecting seniors from exploitation.

The bill requires state agencies to develop training for financial employees to recognize the signs of financial exploitation and how to report abuse. The law takes effect immediately.

Another bill imposes harsher criminal penalties for dog fighting offenses. It goes into effect Jan. 1.

And the last bill provides loan help to small business owners who have served as a member of the armed forces and received an honorable discharge.
