Quinn: Lawmakers Need "Fortitude"
Gov. Pat Quinn says he is disappointed with lawmakers in Springfield for not handing him a balanced budget.

Speaking with reporters in Chicago, Quinn said Senate President John Cullerton (D-Chicago) has told him that there won’t be a vote on borrowing to balance the state budget until after the November election.

"The General Assembly doesn't have a lot of fortitude when it comes to raising revenue or making cuts," Quinn said. "They've made that clear for two years."

Quinn had wanted lawmakers to return to the state Capitol to vote to borrow money to help fill the state's budget gap, pay pension obligations as well as pay a $4.7 billion backlog in bills owed to state vendors.
