Quinn Signs Nursing Home Regulations
Two measures signed into law by the governor aim to give nursing home residents better care and a safer environment.

The new laws are aimed at reforming an industry beset by instances of substandard care, as well as attacks on the elderly by younger people with mental illnesses who are housed in nursing homes.

S.B. 326 limits nursing home admissions to only those who need 24-hour skilled care, establishes a screening process to prevent residents with violent criminal histories from being placed with vulnerable older folks, and requires nursing homes to help prepare residents for a transition to independent, community-based living. It increases the staffing level from 2.5 hours per patient per day to 3.8 in order to improve the quality of care, doubles the number of state inspectors by 2013, and increases fines for violations.

S.B. 2863 requires prompt reporting of fraud, abuse and neglect at nursing homes.

Illinois has almost 800 nursing homes.
