Quinn Defends Raises to Staff
SPRINGFIELD, Ill. (AP) -- Gov. Pat Quinn is defending the raises he gave to his staff, even raises that weren't tied to a promotion or new job.

Quinn said Thursday that his office faced huge challenges and he needed the best employees he could find. Quinn says even if they didn't get a formal promotion or new title, many took on more responsibilities.

The Chicago Democrat acknowledged that he didn't ask his staff to make the sacrifice of taking on more work for the same pay.

Quinn noted that despite the raises, he has cut his office's staff and overall spending

An Associated Press review found that Quinn has given 43 raises averaging 11.4 percent to his staff. More than one-third were given without any promotion or change in title.
