Health Department Budget Made More Complicated
The Knox County Health Department's budget is, for the most part, done, but the state is apparently making it a bit more difficult to craft a budget.

County Public Health Administrator Heidi Britton told the Board of Health Thursday night the complicated part is having to fill out applications for all the grants through the Illinois Department of Public Health that the department may or may not receive.

Why is that complicated? Britton says that's not normally how it's done.

"The Health Department would just receive a contract from IDPH that says '...if you agree to these provisions, go ahead and sign it. You'll get this money awarded to you,'" Britton said. "This year, there was a Senate bill passed in January. They are requiring that we go through this process of an application. It's basically a [Request for Proposal]."

Britton says she believes she'll get most of the grant dollars asked for, outside of the layer of bureaucracy that's been added to the process.

The Board of Health did approve a $2.4 million spending plan for Fiscal Year 2011 that will be finalized in October. It's about $100,000 less than this fiscal year.
