Quinn Stands By Furloughs, Won't Say What They'll Save
The state government furlough program that was supposed to save taxpayers $18 million won't save nearly that much, but you wouldn't know it by talking to Gov. Pat Quinn.

The governor, in Champaign for a University of Illinois-related announcement, was asked about his new memo that allows non-union workers -- the only ones required to take 24 furlough days -- to take vacation or personal time as "furlough" days. Quinn insists that he hasn't changed the program, but acknowledges that the savings will depend entirely on how much paid vacation and personal time each non-union employee has, and whether any of them are still willing to take unpaid time off.

Quinn's budget office spokeswoman, Kelly Kraft, explained that she has 12 vacation and personal days on the books which she can use as "furlough" days, but that leaves 12 days that she would have to take off without pay. Quinn insists he's not changing the program, and that it doesn't mean that he's flip-flopping on the furlough program.
