No Child Left Behind Frustrates District 205
It's safe to say that an official with the Galesburg School District doesn't like the federal No Child Left Behind law as much now as he did when it was first passed.

District-205 Assistant Superintendent for Curriculum and Instruction Joel Estes told the school board Monday night that while roughly 80 percent of the district's students met or exceeded standards under federal law, because of a number of factors out of his control, only two of the district's elementary schools made Adequate Yearly Progress, even though they all did last year.

Estes says there are all kinds of problems with the way AYP is set...

"I'm not going to go into the details of the flawed system of testsing that we have in place that makes those measurements, but basically the larger the school district, the larger the school, the more diverse the school district, the more diverse the school. The larger number of disaggregated groups the school has, the more likely they are, not to make AYP."

Estes says you can put on top of that the fact that Illinois uses the A-C-T in order to make some of those determinations -- a system that's meant to find averages, not actually find out what students can and should learn.

Estes suggests that No Child Left Behind has, in a way, "killed learning." He believes the district does a great job teaching students despite often adverse circumstances.
