Quinn Blasts Scholarship Program After Veto
CHICAGO (AP) -- Illinois Gov. Pat Quinn said "you can't put perfume on a skunk" after he used his veto power to try to end a longstanding program that let legislators hand out college scholarships.

The Chicago Democrat says taxpayer-funded scholarships should be based on merit and financial need. Scholarships given out by legislators have sometimes ended up going to the children of politicians' friends and political donors.

Quinn used his amendatory veto Wednesday on a bill that would have made minor changes to the program to call for its abolition. Lawmakers have resisted Quinn's previous calls to kill the program.

Federal prosecutors subpoenaed records regarding scholarships that former state legislator Robert Molaro granted to a supporter's children, according to copies of two subpoenas obtained by The Associated Press.
