City Council Criticizes Budget Process and Goal-Setting
Galesburg City Council members spent two hours Monday night looking at goals and plans in the upcoming 2013 fiscal year budget -- problem is, there's no official budget yet.

City Manager Todd Thompson says he's at least two council work sessions away from presenting a formal budget, though a laundry list of proposed goals was discussed Monday night, including adding a job that deals with so-called customer service, a proposed low-interest loan program for those looking to develop new residential areas, improved downtown and retail development, and solving problems with police communications in areas of the city where radio service is not good.

Galesburg 7th Ward Alderman Jeremy Karlin says he has concerns about the public trying to support this.

"The community should get a better opportunity to review this material before we meet," Karlin said. "As it appears, we have fewer and fewer work sessions -- to the extent that this was a work session -- before we get to see a budget, before we have an opportunity. So we want to give the community members an opportunity to buy in, as well as an opportunity to actually effect it one way or another."

Other aldermen criticized things like the lack of a new sign advertising what was once known as Logistics Park Galesburg, what happens when the three-year economic development grant runs out, and other things.

The next council work sessions will be the second and fourth Mondays in September.
