GOP Proposes Ethics Reforms
Republicans in the Illinois House are proposing a couple of ethics reforms.

One would require lawmakers to vote "yes" to accept a pay raise recommended by the Compensation Review Board, a reversal of the current system under which lawmakers must vote "yes" to reject a raise, or "no" to accept it. They can also accept the raises by doing nothing. State Rep. Jim Durkin (R-Western Springs) says lawmakers should have the guts to vote for their pay raises when they believe they deserve them.

The other bill would apply when a candidate who wins a primary drops out of the race or dies. Instead of local committeemen filling the vacancy on the ballot, there would be another primary. If the withdrawal of the original candidate happens after June 30 in an election year, party bosses could place a replacement of the ballot, but if that candidate wins election, his or her position would be temporary. A special primary and special election would be scheduled as soon as practicable. This measure is sponsored by Illinois House Minority Leader Tom Cross (R-Oswego). It is intended to prevent office holders who retire from hand-picking a successor. Cross says both parties have abused the current system to do that.

Both proposals were announced Tuesday in Chicago.
