Groups Want Constitutional Convention Brought to a Vote
The people who think it's time for a new Illinois Constitution say it's the only real way to fix the system. Bruno Behrend, founder of the Illinois Citizens Coalition, told a Statehouse news conference the 1970 Constitution is what allows bad leaders in the state to remain in power with little public recourse.

Voters have the opportunity every 20 years to call a constitutional convention. 2008 is one of those years. The question is on the Nov. 4 ballot.

Behrend says the current Constitution is of an era of greater confidence in government's ability to solve problems. What has resulted, he says, is a lack of accountability when it comes to balancing the budget and paying for pensions.

Behrend says his group is "a ragtag band of Davids" compared to the well-funded opposition to a Con Con.
