Expert: Economic Recovery Not in Illinois Yet
There are hopeful signs in the economy, but not enough to start moving Illinois toward recovery.

The University of Illinois Flash Index held steady this month at 91.5, tied for the lowest level since 1983. A reading below 100 means the economy is contracting. The Illinois economy has been in contraction mode now for nine months in a row.

U. of I. economist Fred Giertz says this appears to be the nadir of the recession, and everyone expects it to abate, "but the Flash Index doesn't say where we're gonna be, it says where we are, and where we are right now is in fact in the recession, and pretty much at the low point of the recession," he says.

Illinois' traditional economic engines, manufacturing and agriculture, are stabilizing forces that make Illinois slow to get into a recession, and slow to get out.
