Quinn Touts Tax Swap as Good Bargain
Governor Pat Quinn says all Illinois schools would come out ahead if state lawmakers approve his plan to raise the income tax and offer property tax relief.

Quinn wants a 33 percent increase in the state income tax but recently said he would couple that with property tax relief.

He doesn't buy that some school's argument that such a tax swap could leave them with the same amount of money they have now.

"That isn't true at all. If the surcharge passes this year, it's about $3 billion, I would expect local school districts to get at least a billion dollars, I think that's a pretty good bargain."

Quinn predicts that both House Speaker Michael Madigan and Senate President John Cullerton will support his tax swap plan; saying that if Quinn wins the election, that's what the people want.

However, the powerful Madigan has repeatedly said in recent years that he will not agree to raise the income tax.
