Another Candidate for Illinois Governor
The crowded field of candidates for governor got more crowded Thursday.

Into the race on the Democratic side is Ed Scanlan, a lawyer from Oak Park who has never run for office before. He says he will have a natural constituency of people around the state who "are really fed up. They've just simply had it," he said.

Scanlan is up against Gov. Pat Quinn and Comptroller Dan Hynes in the Democratic primary for governor. He says they won't change anything.

Scanlan promises:

* Not to raise the state income tax. Quinn and Hynes have both offered plans to do that, but to blunt the impact on modest-income earners.

* To enact the federal limits on campaign contributions -- $2,400 per election cycle from individuals, and $5,000 from political action committees.

* To deal with the state’s pension problems. He says the $800 million a month the state pays out in pension benefits to retired employees is “unsustainable.” He would enroll new state employees in 401(k)-type retirement programs.

* To run the state more like a private business by not placing individuals with political backgrounds in charge of state agencies.

Scanlan says he has some personal wealth and he will put some of it into his campaign, but he would not say how much. He said he will not be primarily a self-funder.
