Panel OK's Ethics Reform With Exemptions
SPRINGFIELD, Ill. (AP) -- Tougher ethics laws are back on the table at the Illinois Capitol, and the big question is whether to limit spending by political parties and legislative leaders.

A House committee approved legislation Wednesday creating Illinois' first limits on the size of contributions to political candidates. Individuals would be limited to donating $5,000 in each election cycle and interest groups would be capped at $10,000.

But the bill would not cap how much money candidates could take from political parties or legislative leaders.

Critics fear that would concentrate more power in the hands of a few key insiders who control political money.

The measure passed 7-4 and now goes to the House floor.
