Hynes Blasts MAP Grant Handling
Illinois Comptroller Dan Hynes is criticizing the handling of a college grant program.

Hynes, who is challenging Gov. Pat Quinn in the Democratic primary for governor, says no congratulations are in order for Quinn, because he hasn't solved the problem of a funding shortfall for the MAP grants, and he created the problem in the first place. He says the governor knew he approved a state budget that only half-funded the grants, on which 137,000 college students depend as part of their higher education payment.

Lawmakers on Thursday approved $205 million for the program to cover the spring semester, but they don’t know where the money will be found. They simply told the governor to find it.

Hynes says finding money for state needs requires both spending cuts and some tax increases. Both Quinn and Hynes have proposals to raise the income tax rate and to protect middle- and low-income taxpayers from the burden.
