Lawmakers Won't Let Quinn Delay Budget Address
If it's any indication of whether the next state budget-writing season will be tough, consider the tale of one measure about the date of next year's budget speech.

Gov. Pat Quinn wanted to move his budget speech back by five weeks, but the Illinois House Friday voted the idea down. Republicans outright accused the governor of trying to delay the speech so he wouldn't have to craft it during the primary election season. Quinn faces State Comptroller Dan Hynes in the Democratic primary for governor.

But State Rep. Lou Lang (D-Skokie) says the real reason is number-related. Lang says revenue numbers could get worse in Illinois, and says it would be smart to wait for the later numbers before starting to work on the budget.

The final vote to allow a delayed speech was 66-49. It needed 71 votes for passage.
