State Comptroller Candidate Has Idea for State Contracts
Democrat Raja Krishnamoorthi wants an "Open E-Market." That's his latest pledge as a candidate for state comptroller. Krishnamoorthi's proposal is for a Web portal that would link all significant state government bidding opportunities. He says small businesses currently have to hunt down more than a dozen state government Web sites to see which agency wants to purchase goods and services.

Krishnamoorthi predicts several benefits to having such a portal: easier access to procurement information for small businesses; greater competition for contracts, which could lead to lower prices for government and therefore taxpayers; and, a lessened chance for corruption.

He says many of Illinois' scandals have been linked to secrecy and inside deals, and thinks opening up the bidding process will help curtail that. The main state government purchasing Web site, the Illinois Procurement Bulletin, offers bid information for many state agencies, but Krishnamoorthi says several agencies are exempt from using it, and it doesn't include bidding information from the legislative and judicial branches, nor any of the constitutional offices other than the governor's office.

Krishnamoorthi is one of five people pursing the comptroller's office.
