Auditor Accuses Blago Aministration of Trying to Violate Constitution
It was a harbinger of things to come. So says Illinois Auditor General Bill Holland about an attempt by former Gov. Rod Blagojevich to pull more state functions under his control.

Holland, in speaking to the Citizens Club of Springfield Friday, reminisced about reading Blagojevich's Executive Order 10, which ordered that the auditor general's office -- as well as part of the attorney general's office -- be consolidated under the Department of Central Management Services (CMS), which is an agency under the governor's control.

Holland says he got a call from then CMS Director Michael Rumman, who Holland says wanted to "make the transition smooth." Holland said he asked Rumman if he was familiar with the constitution, and Rumman said he was. Holland says he used his "best Seinfeld voice, I said, 'I don't think you are!'" Holland says he now looks back and sees the effort as likely a conscious effort to pull as much under Blagojevich's control as possible.
