ACLU Brings Up Problem with Ballot Question
(IRN)-The ACLU of Illinois has a big problem with the recall question Illinois voters will see next month.

The ballot measure allows a process for recall of the governor. But the group's legal director, Harvey Grossman, says one of the pieces of it is unconstitutional.

Grossman is speaking of the requirement to collect 100 signatures from voters in each of 25 counties. The problem, he says, is that less populous counties would have more of a say, by proportion, than the larger counties. Grossman says Illinoisans should vote no on the question, to avoid litigation and confusion, and make the General Assembly start over.

Grossman does not have a hang up with another much criticized requirement: That members of the General Assembly, representing all four caucuses, would have to approve a recall. Grossman says the process does not have to be easy, just fair.
