Rahm is Running
Former White House Chief of Staff and expected candidate for mayor of Chicago, Rahm Emanuel is back in his hometown and preparing his run for mayor of the city.

Emanuel speaks to the voters of Chicago in an online video in which he introduces himself and says he'll begin a "listening tour" to get ideas from voters.

He also says there are problems that must be addressed if the city is to improve, among them street gang violence and a massive budget hole.

This is not an official declaration of candidacy. It's not known when Emanuel will actually mount a podium to declare himself a candidate.

One of the challenges facing him in a mayoral run is reconnecting with Chicago voters after the years he's spent in Washington. He was a three term Congressman, representing a district on Chicago's North Side before taking the job as Chief of Staff in the Obama Administration.

Another challenge is Chicago's residency requirement for mayoral candidates. The candidate must live in the city for a full year before running for mayor. Though Emanuel considers himself a Chicagoan, the law might not. He has not lived in the city since signing on with the Obama Administration. He still owns a house in the Windy City but it has been rented to a tenant for some time.
