City Budget Includes Salary Freezes
A portion of the City of Galesburg's budget is one the city's employee unions may not want to hear about.

City Manager Todd Thompson, as part of the $23 million operating budget the city is proposing for the 2012 year, is proposing that no city employees get raises in the coming year.

That's in addition to six city positions remaining unfilled next year.

Galesburg Mayor Sal Garza says that's an important thing the public needs to know.

"The City Council isn't dismissive or callous in this thinking. It is very much just trying to strike a balance between what we can reasonably afford, and support and sustain," Garza said. "We're not just saying 'no increases' across the board. [We're acknowledging] that [employees'] costs are going up as well."

City documents indicate that outside of the costs of funding some pensions, total personnel costs in the city are poised to rise only about one-half of one-percent in 2012.

The city, though, does want to move the Human Resources Director into a role that includes being an assistant administrator, and Thompson wants to add $20,000 to his department's budget to help make that happen.
