Monmouth-Roseville School Board Proposes Tax Leavy Increase
The Superintendent of the Monmouth-Roseville School District says the same problems other school districts and governmental entities are facing these days are being felt there as well.

The District-238 Board Tuesday night voted to adopt a tentative tax levy for 2009 of nearly $4.4 million. It's almost ten percent higher than the levy amount requested this year, so a Truth in Taxation hearing will be required before final adoption can take place next month.

Paul Woehlke says the loss of money and deficits in the Illinois Municipal Retirement and Tort Funds, among others, is to blame, making districts to pick up more of that cost than they otherwise would.

"First of all, we have to cover our expenditures; so as we look forward, using 2009-2010 expenditures as a guesstimate for 2010-2011," Woehlke said. "Second thing to cover is the deficit in those funds as of June 30, 2009, and the third thing we have to cover is the deficit in the 2009-2010 budget."

Woehlke says property values have increased slightly in the district, in part, because of commercial property, and because a tax break that was in place after the construction of the Courtyard Estates retirement community in Monmouth was first built, is expiring, which should bring in more money to the district.

Woehlke had wanted a lower levy and wait and see how state finances shake out first, but the board's finance committee earlier in the night decided to just levy what was needed now and, in one member's words, "get it over with."
