Congressman Has More Concerns About Thomson Prison Proposal
An Illinois congressman is even more concerned about plans to bring Guantanamo Bay detainees to Illinois now that the person in charge of the proposed move has resigned.

U.S. Rep. Mark Kirk (R-Highland Park) says we now have a "confused picture" as to who is running the policy, as well as a lot of unanswered questions after the resignation of Phillip Carter.

Carter, the deputy assistant secretary of defense for detainee policy, resigned Friday for "personal and family reasons." Kirk says Carter was the defense official charged with the relocation of Guantanamo Bay detainees to Thomson Prison.

Last Thursday, members of the Illinois congressional delegation submitted specific security and legal questions to the secretary of defense on issues surrounding the proposed move. Carter resigned a day later, leaving the questions unanswered and no individual able to answer them, for now.

Kirk says unanswered questions include:

* Where the civilian trials and military commissions be held?

* Under what legal authority will non-POW detainees be held without trial or commission?

* How will families of judges and prosecutors be protected?

* Where will surgery or intensive care be offered?

Carter, an Iraq War veteran, is the second major administration official in charge of Gitmo matters to resign this month. White House counsel Greg Craig announced his resignation this month. He helped set detainee policy for the Obama administration.
