Comptroller: Illinois Still With Fiscal Problems
The fiscal state of Illinois continues to look bleak, Comptroller Dan Hynes says. Hynes heard from social service providers who are concerned about a lack of payments from the state. Around 50 providers aired concern that they would have to start layoffs if state funds did not come through soon.

Hynes says Gov. Pat Quinn is looking to borrow $900 million in order to help pay those bills, and while Hynes doesn't believe it's good for the state, he says it would provide relief for those service providers.

Hynes is running against Quinn in the Democratic primary for governor.

Social service providers are also concerned with a lack of funding for programs. They say they are already under-funded and asked Hynes when social services would get increases. Hynes told the crowd that under his proposed plan, the providers could start seeing increase to their budgets about three years after the 2010 election.

Hynes says the state now has about $4.4 billion in bills that his office cannot pay. He’s pushing for an increase in the cigarette tax, and the implementation of a luxury services tax.
