Dillard Says No to State-Crafted Ethics Reform
A Republican candidate for governor says he would not sign the campaign contribution limits that lawmakers passed last week.

State Sen. Kirk Dillard (R-Hinsdale), who voted against the measure in the Senate on Friday, says the big flaw in the bill is the fact that political parties and legislative leaders can still give as much as they want to their members.

"While there were some nice things in there, you should not fold the cards early and let the legislative leaders continue to give unlimited amounts of money to rank-and-file legislators," he said at his campaign headquarters in Lisle.

The bill does impose contribution limits for the first time in Illinois history -- $5,000 for individuals, $10,000 for corporations and unions.

Dillard says if he was governor, he would issue an amendatory veto, limiting contributions from legislative leaders to members.

He says redistricting reform is also needed if anyone is to declare that "reform" has been achieved.

Gov. Pat Quinn has spoken well of the measure, but he has not yet acted on it.
