Knoxville Hears About Sewer Costs, How to Pay for Them
The City of Knoxville is going to have to make repairs to its water and sewer systems, and it may have to raise rates to do it.

The Knoxville City Council Monday night heard from city engineer Kevan Cooper about the costs of E.P.A-required upgrades to the sewer plant, like some planned sludge press and step screen upgrades and other needs. Problem is, those upgrades cost around $950,000, which means the city would have to apply for an E.P.A. loan to get them.

Cooper says that could mean passing the cost along to users.

"What we're looking at right now, and this is based on an estimate -- we just don't really know what it's going to cost until we get the exact bids back -- we're looking at about a $3.05 increase in user rates in order to pay back this loan," Cooper said. "That's assuming you get the special deal where you only have to pay back the 75%."

A program set to expire next year allows cities to only pay back 75 percent of E.P.A. loans instead of the full amount.
