IL House Speaker: Three Keys to Budget Problem
(IRN)-The Speaker of the Illinois House says fixing the state's financial problems must be: a three to five year solution; a combination of spending cuts and increased revenue; and bi-partisan.

Speaker Mike Madigan, who is also chair of the Democratic Party of Illinois, says he does not believe Governor Pat Quinn's assessment that his victory is a "mandate" for a tax increase. Quinn has said the state needs a one percentage point increase in the income tax, though Madigan would not say whether he believes that is enough.

Madigan, saying he hopes for GOP cooperation, would not speculate on what solution lawmakers could see, or when.

The veto session began Tuesday and has five more session days between now and Dec. 1.
