Ruling Appears to Spell End of Planned Strip Mine
BANNER, Ill. (AP) -- A state official has issued a ruling that will likely put an end to a company's plans to dig a strip coal mine near the central Illinois community of Banner.

The Peoria Journal Star reports that the ruling by Illinois Department of Natural Resources hearing officer Michael O'Hara becomes final when it is signed, which is expected, by DNR Director Marc Miller.

Area residents, Banner officials and the state's Attorney General's office have been battling the mine proposed by Capital Resources Development Company for years, following the DNR's initial approval. They have argued that the mine, that the company wanted to build in the Illinois River Floodplain, posed a threat to endangered wildlife as well as the quality of drinking water.
