Cullerton Introduces "Loophole" Bill
(IRN)-Calling it a "loophole," Illinois Senate President John Cullerton has introduced legislation aimed at about 700 appointed positions in state government. Cullerton's bill would either kick those people out of their positions, or require Governor Pat Quinn to re-appoint them.

About 150 of the positions are vacant. About 100 are paid positions, some of which are cabinet level positions.

Cullerton says this is not aimed at the people in the positions, and it not a message to Quinn about cooperation or anything else. He says it's simply a loophole that's allowed too many people to stay in positions, in some cases for more than a decade, without being up for review by the governor or up for re-confirmation by the Senate.

The list of appointees includes agency directors, university board members, and board members for various committees, authorities, and development agencies. Cullerton expects to put this plan up for a vote when lawmakers return after Thanksgiving.
