Quinn: Ready to Be Governor
Illinois' lieutenant governor says he's ready to step in and be governor, and he says Gov. Rod Blagojevich should step aside, but not necessarily resign.

Lt. Gov. Pat Quinn says he's ready to be governor if need be, given his experience in government and politics. He has been lieutenant governor since 2003, and he says when you're lieutenant governor, you always have to be ready to be governor. Quinn previously served as state treasurer, 1991-95.

He says Blagojevich, now facing federal corruption charges, should step aside, but not necessarily resign. He says the governor isn't guilty unless a jury decides so, but while he's under indictment, he's impeded from doing his job and he should voluntarily step aside, an action for which the state Constitution provides.

Quinn also says that since the conduct for which the governor faces charges involves his attempt to peddle to the highest bidder an appointment to Illinois' vacant seat in the U.S. Senate, the governor should not make that appointment -- an authority he still has.
