Governor Candidate Announces Finance Plan
CHICAGO (AP) -- Republican candidate for Illinois governor Andy McKenna says he has a plan to rescue the state's finances without an income tax increase.

McKenna said Tuesday that the state needs to return to 2006 spending levels.

His running mate for lieutenant governor, state Sen. Matt Murphy, says that will mean "short-term pain" until the state's finances can turn around.

McKenna says it will take at least three to four years of spending freezes for the state to see its revenues grow.

Democratic Gov. Pat Quinn and his chief primary opponent, Comptroller Dan Hynes, have both said an income tax increase is needed to get the state out of a financial hole.

McKenna is one of seven candidates in a crowded Feb. 2 Republican primary.
