Report: Emanuel Should be in Chicago Mayor's Race
CHICAGO (AP) -- An election hearing officer says former White House chief of staff Rahm Emanuel should be allowed on the February ballot for Chicago mayor.

Chicago Board of Election Commissioners hearing officer Joseph Morris made his recommendation early Thursday after presiding over days of testimony in residency challenges to Emanuel's candidacy.

The election board is meeting later Thursday. The panel is expected to take up Morris' recommendation and make a ruling. But the board's decision is almost sure to be challenged in the courts.

Opponents say Emanuel shouldn't be on the ballot because he doesn't meet the one-year residency requirement. Until October, Emanuel worked for almost two years in Washington for President Barack Obama.

Emanuel contends he didn't forfeit his residency when he moved to Washington and always intended to return.
