Another Vetoed Bill Sees General Assembly Override
(IRN)-Another of Governor Pat Quinn's amendatory vetoes has been reversed by state lawmakers. A measure that created an electronic system containing the names of the recently deceased, and that allowed local election authorities to check that list against the voter rolls, was altered to allow citizens' initiatives.

Quinn's citizens' initiative addition would have meant that citizens could propose legislation on ethics, and it would force a vote in the legislature. But bill sponsor Senator Kirk Dillard called that addition "unconstitutional," and asked his colleagues to override the change. The House had already overwhelmingly overridden Quinn's changes, and the Senate unanimously overrode them as one of it's last actions during the veto session.

Dillard says that if Quinn really wants citizens' initiatives, Quinn should ask a lawmaker to propose a bill that would do that, rather than tack it on as party of the veto process, or pursue a constitutional amendment. Lawmakers have overridden 13 of the governor's amendatory vetoes.
