Sampson was born on December 23, 1917, the son of Richard Hill Sampson and Lena Caroline (Phillippi) Sampson in London Mills, where he lived most of his life. He graduated from London Mills High School.

On September 26, 1942 Sampson married Thelma Leona Hall, the daughter of Chester and Mary Jane Hall, also of London Mills. They were the parents of two children, Kelvin William Sampson of Ellisville, and Carol Ann Sampson of Chowchilla, California.

Sampson was a veteran of World War II serving in the United States Army in Texas, California, and Fort Knox, Kentucky between 1941 and 1946. He was proud of his service to his country and formed many friendships that continued throughout his life.

Returning from the service in 1946 he went into business with his father who managed the Corn Belt Garage in London Mills, which was established by his grandfather in 1907. There he worked as a mechanic until the business closed in the mid-1980s.

Sampson drove a school bus for the London Mills and Spoon River Valley School districts for 46 years.

Sampson served 67 years in the London Mills Community Fire Department, following his father's footsteps as Chief for many of those years. He also served as Fire District Secretary until retiring in 2007.

Surviving are his son Kelvin and Linda (Reese) Sampson, his daughter Carol, eleven grandchildren, and eighteen great grandchildren. His wife Thelma and a sister Janice Nesbit preceded Sampson in death.

Visitation will be held on Monday, March 12, between 6:00 and 8:00 p.m. at Corman Memorial Home, Avon. A graveside service will be conducted on Tuesday, March 13, at 2:00 p.m. Memorials go to the London Mills Community Fire Protection District.
