Grand juries have been in the news recently, after a Knox County grand jury filed charges in one case consistent with ones originally filed by the State’s Attorney, and charges in another case not as strong as ones originally filed. What does a grand jury do, and how unusual is it for a grand jury to go against a prosecutor?
